StarkNet is a Layer 2 scaling solution on the Ethereum blockchain. It uses zero knowledge proof technology (ZK), which is a cryptographic mechanism in which one can prove a part of a message is true without revealing the entire contents of the message. ZK-based computations are much faster than optimistic roll-ups and StarkNet claims gas fees to be 100X lower than transactions on the Ethereum base layer. StarkNet does not have a token.
